*1. Bug: Click "Unlock" for pending approval user* *Unlock* button not function

Path: Login > IBAM Home > BBE > Admin User Manager > Admin User Manager - Result List > Admin User Manager - Details Screen

Step to reproduce:
1. Click on the "Unlock" button for user that is still pending for approval

Current Result:
After click on *Unlock* button, system does not go to next page, it stuck on current page (Confirmation page)

Expected Result:
System should display error message:
"User **** is pending for approval"

*2. Bug: Click "Unlock" at second time user that previously has been unlocked*

Path: Login > IBAM Home > BBE > the Admin User Manager > Admin User Manager - Result List > Admin User Manager - Details Screen

Step to reproduce:
1. Perform to Unlock "User A"
2. Perform to Lock "User A"
3. Perform to Unlock "User A"

Current Result:
"Unlock" button not functioned

Expected Result:
System should display Unlock Confirmation screen screen.
