Bug: Approval Matrix's Sequential is not working

Scenario

Initiator submits a Bulk transaction
Approver B can view and Approve

Current Result:
System allows group B to view and approve the transaction.

Expected Result:
System should not allow group B to view and approve the transaction. System should allow group A to view and approve the transaction first.
