IBRegisterMobileNoServices: make sure RIM no is not exist before register, add e.printStackTrace() for debug purpose
IBAccessDBUtils: modify verifyIfRimExist(), use getDataByBoundQuery(results are not cached) instead of getContentByQuery(results are cached)
