some payees still restrict transaction with ntb account no as source of fund even though payee is already listed in STPCONFIG

Root Cause:
Service unable to identify of selected payee. Thus, system unable to identify which payee should be in STP whitelist.
Solution:
Change input data feed by RMBP UIUX to RESTful like this:
