Issue:
In IBAM > CBE > Submission, at confirm page, user can click Confirm button multiple times. Sending application form multiple times but only the first one will be successful in audit log.

Finding:
There is no loading overlay to prevent multiple clicks.

Solution:
Add loading overlay to prevent multiple clicks.

Test scenario:
  1. Access IBAM > CBE > Submission
  2. Select any application to view
  3. Click Submit button
  4. At confirm page, click Confirm button
  5. Expected result, loading overlay should appear before displaying result page.
