Login as Admin Maker (lilymakerp2/P@$$w0rd). This user already given all access. Click on System Maintenance navigation.
System display Data Offloading table only.
System display all tab under System maintenance.

Try to update admin group navigation, then update user navigation.
after that try access System maintenance shouldbe show as expected

FYI, The issue is the module not selected in for user access.
I have ticked all the module required and its there. TQ
