We able to replicate the issue at SIT and UAT environment but we unable to replicate the issue in local computer.
The error didn't show in the log, we were not able to find out what the root cause was. Then, we suspect there have something wrong with the war file.
After recompiling the war file and deploy to SIT and UAT environment, the issue has been resolved.
The patch has been deployed to production on 18 August 2020. IT confirm activity on create bib user from IBAM.
Already tested using Penril company AgronetBIZ.
