Issue:
Bulk payment data entry edit causing double posting.

Finding:
While saving Bulk payment data entry edit, the status is Pending Validate.
BatchProcesing cronjob will read and save Bulk Payment data with status Pending Validate.
Thus, 2 process will save Bulk Payment data, causing double posting.

Solution:
Fix BatchProcesing to process File upload only.

- Issue cannot be close on redmine due to this issue is a perent for issue no 11270.
- All double posting issue/bugs has been fixed and succesfuly deployed to Production.
