Hi Zahir,
Found out there was an error connection to oracle database with error "ORA-12705: Cannot access NLS data files or invalid environment specified". This error is about the NLS file registered in server incorrect cause unable to communicate with oracle database. Please refer below for the solution and reference url for this error.

- Windows - The NLS_LANG must be unset in the Windows registry (re-named is best). Look for the NLS_LANG subkey in the registry at \HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE, and rename it.
- Linux/UNIX - Here you simply issue the Linux command "unset NLS_LANG"
Last information from Customer, able to login to Pin Mailer application after change the window language and updated the database connection password in upass.cfg.
