Finding: There is no empty list checking for deselect all account management.
Solution: Update list validation and fix maker submit empty account management.
Test Scenario:
1. Maker > Edit account management > select all accounts with Yes action to No and then submit > checker approve/reject.
2. Maker > Edit account management > submit all accounts with No action > checker approve/reject.
