Description
Steps:
- Participant Admin Maker create a user.
- Participant Admin Checker successfully approve.
- Participant Admin Maker create a user same username as step (1).
Actual Result:
Able to proceed until result.
Expected Result:
System throw error: Username already exist.
Note: If login and create by Administrator no issue.
