Reported Issue:
IBG bank list displays blanks at MB due to API gateway return NULL value.

Root Cause:
The bank name retrieved by API gateway was grab from table IB_BANCNET_LIST. As informed, the null bank name was the newly created bank via IBAM by IBAM users. The newly created bank name does not save in the table IB_BANCNET_LIST, the bank name will be saved in table IB_BANCNET_LIST_ML in order to cater to dual-language requirements. Due to this, the bank name is displayed empty in the IBG bank list drop-down list

The solution given was:
We will change the process to retrieve the bank name based on how IB does. This problem didn't happen at IB. We will grab the bank name from the table IB_BANCNET_LIST_ML.
