Description
Create a new setup for Tax Charge. After approved, then the last record replaced with the new one created.
Expected Result:
System display existing tax charge and a new tax charge after created successfully

Fixed done and deployed into Penril server, fixed will deploy to Ptap server in release beta 16 or 15.1.
