VIT_191- Unlocked Admin User not changed status from Locked to Normal

Description

Step to reproduce:

1. Login as Host Maker then access menu Admin User Maintenance
2. Find admin user with status "Locked"
3. Click eye icon for the selected record.
4. Click on button "Unlocked"
5. Click on button "Confirm" until system display confirmation screen for successfully request and pending for approval
6. Login as Host Checker then access menu Authorization
7. Find request pending approval for unlocked admin user.
8. Select approved then click on "Submit" button until system display confirmation screen for successfully approved the current request
9. Go to menu Admin User Maintenance then check the latest status of the admin user
10. The admin user status still locked.

Expected Result:
System will unlocked admin user, status changed to Normal after the request is approved by checker
