Description
Add checking on the operation hour from the RIB Navigation->RIB.
If Operation Hour Status is enabled and the current time is fall out side of the Operation Start Time and Operation End Time, display the maintenance service message. The message is from properties file. It should already existed. Can reuse.
The expected result is user will the message when accessing the login page after the specified operation time

Please test this first as high priority.
Scenario 1
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Offline
Step 2) Go to RIB, you should see error message
Scenario 2
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online, change Operation Hour Status to Enable, set the Operation Start Time and end time out of your testing time
Step 2) Go to RIB, you should see error message
Scenario 3
Keep the previous setting
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Offline
Step 2) Go to RIB, you should see error message
Scenario 4
Keep the previous setting
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online
Change the Operation Hour Status to disable, keep the hour value
Step 2) Go to RIB, you should see the log in page
Scenario 5
Keep the previous setting
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online
Change the Operation Hour Status to Enable, remove the hours
Step 2) You should see validation error for the hour value

Result : System is currently unavailable.
Scenario 2
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online, change Operation Hour Status to Enable, set the Operation Start Time and end time out of your testing time
Result : Service is only available from 23:00 to 23:30 (HH24:MI hours format).
Scenario 3

Change Status to Offline
Result : System is currently unavailable.
Scenario 4
Keep the previous setting
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online
Change the Operation Hour Status to disable, keep the hour value
Step 2) Go to RIB, you should see the log in page
Result : Yes, I can see it.
Scenario 5
Keep the previous setting
Step 1) Go to IBAM->RIB Navigation->edit the RIB
Change Status to Online
Change the Operation Hour Status to Enable, remove the hours
Step 2) You should see validation error for the hour value
Result : No validation error for these two field (Operation Hour Status & Operation Start Time).

Scenario 1 and 3 must have the same message as Scenario 2.
Scenario 5 should have validation error

1. Unchanged. Offline message was not set thus the system will default to "System is currently unavailable." message. Setting the Offline message will display the offline message instead.
3. Unchanged. Refer to 1.
Note - Operation time should not be displayed if the Status if Offline as the operation times may no reflect the actual time of the Offline Status. The Status and Operation Times are different things.
Please reassign to Hafiz for IBAM validation correction.
