Hi Zahir,
Please refer below for the root cause and resolution provided to customer.
Root Cause:
- User AT09219 group not belongs to group 1 or 2 are not allow to create admin user. This is existing behavior.
Resolution:
- Customer to edit user group to 1 at admin user maintenance module.
