Reported issue:
1) Single user unable to view Standing Instruction Inquiry Navigation
2) Customer able to perform SI even though the company does not subscribe to the SI product

Root Cause:
1) Single user unable to view the SI Navigation due to company didn't subscribe the SI product
2) Customer able to perform SI due to missing company SI subscription flag checking.

The fixes given was:
Add the missing SI checking which is the Company SI subscription flag.
Thus, the user will only be able to see the SI dropdown list when the company has subscribed to the SI product.
