[BIF-45144] Mandiri - Email is not received by PIC when liquidity breaching red or upper limit

Description
-PIC doesn't receive email when liquidity breaches red limit
-When host checked in CI-Hub, alarm is already raised, but event code 2003 is not generated
-Based on user's explanation, this issue also happened yesterday. But after few hours (approximately 6 hours), the email is received (together with another pending email)

Updated the API logger, but did not see any request from hub. Need hub side to check whether they calling the wrong URL or getting any error when call to our API.

Souza: It seems the reason hub is sending the same serial number is because Portal is responding with response code = FAILED and the description of that response has length of 23 characters while the hub expects to have a max character of 11 characters. Also hub is expecting a timeout of 20 seconds when sending notification to portal but there are instances where portal is sending responses for more than 20 seconds. I have configured the response time to be 90 seconds now as requested by Bram.
