Description
In order to avoid the current problem of ib user being locked frequently, please compile a wiki page on how to register a user on staging.penril.net/agro-rib.sit (Mainly about what mock data should be used), so that each of us register our own users and avoid blocking others' activities.
Since it's high priority, in case you're already busy with another issue and others (e.g. Ayu) can help on this task, feel free to assign it to a suitable person.
