System always logout on organization menu page 2.

Issue:
Admin Organization list next page link shows error

Finding:
The next page link missing parameter for selected navigation

Solution:
Add the parameter at the pagination jsp

Test step:
  1. Access Admin > Organization > Search
  2. At the Organization list page, click the pagination link Next
  3. Expected result, can access next page without error
