Description
Issue 1
Able to edit Inactive biller
Based on SRS, only Active status Biller can be edited.
Issue 2
Edit Biller not going through Maker/Checker process
- Login as Participant user.
- Go to Biller enquiry.
- Click on Pencil icon at any active biller.
- Perform edit biller until result page.
Actual:
System not require Participant Checker to approve. Edit biller already captured in Pending biller list as Pending Host Maker.
Expected:
After Participant Maker perform Edit, require Participant Checker to approve, before go to Next step in Pending Biller
(as per Add & Terminate process)

Found new bug:
'City' field has no validation.
Able to enter special characters.
Expected: Allows only alphanumeric
Note: Issue for Edit only. Add no issue
