Description
Currently there is an issue in production CST whereby once a user id is "deleted", the system does not automatically unlink all cards currently tied to that user id. This would result in the cards not being able to be re-registered into the system again because it is still tied to the deleted user id which also means that the user will never be able to view his statement online.
