Issue:
Error submission

Cause:
Error because of createdBy value is null. When user create new application in CDB, the status already set to new. When ibam user edit the application, there is condition where if user state is null, set userId to createdBy. Because of the status is not null, so set createdBy is skipped.

Solution:
1.Move set createdBy outside the condition
2.checking if createdBy is null, set createdBy with updatedBy during submission.
