Issue: bulk payment/payroll at BPS status=2 pending for approval but at IB status not accepted.

Finding:
The Cron job has detected that the total record returned by fuse and the total record at the IB table are not the same. Even though the BPS system returns as successfully validated, IB considers it failed due to the validation checking.
This has caused the customer to not be able to upload the same fail due to the same record already existing and the status being validated in the BPS system.
Solution:
To remove the total record and total amount validation at the cron job. This validation is already being handled by the BPS program.
Fast solution:
We have requested that the BPS team cancel the failed upload file to enable customers to retry uploading the same file.
Changes:
1) Bulk Payment validation cron
2) Payroll validation cron
3) NBPS validation cron
