Data in BVMC qualifier value of user profile is missing in sudden

Description
Some user report to CAD team that they cannot access the report and the page shows privilege error. CAD team checked at the qualifier value for the user that faced the problem, all the qualifer value gone even before this already setted.
Check at the server logs and also user activity report, there are not capture of that activity.

Asked CAD team what is the last activity they done before the problem rised, they said that they create new user and see the new user creation 'User Template' is default to BIB. then they changed it to 'KFH Admin' and after that some of user report (user that have access to the report page) got the problem. Will see on the BVMC coding, why the new user creation inside the production default 'User Template' is BIB.

1. The change of template from BIB to KFH Admin is after user have been created and qualifier been assigned?
2. The affected user is only those who had the user template changed?

1. They change it after user have been created and qualifier been assigned.
2. They also not sure bout it but, they said about 3-4 user account they changed the user template, but problem of privilege error faced more than 4 user.

We suspect that they changed the user template from 'BIB' to 'KFH Admin' from the user profile. Actually when the user template have changed, the qualifier will also gone. Need to set again for averytime the user template changed. That's why the user have privilege error because the didn't set the qualifier back after changed the user template.
