Create New User Profile with Viewer Mode
Unable to assign user to Viewer group. Page through "Service Unavailable".
Viewer Mode Group Name - EXECUTIVE

Create New Group
Step to reproduce
1. Click on "Create" button
2. Choose Mode to "View" without filling any Group Name or Group Description.
3. Page go to Confirmation Page without click on any button.
