Tier Chargers>Create and Edit COntent

1)Invalid error message throw out when enter invalid value to Chargers

Current Result:
System throw "???en_US.nonnumeric.tier.chgs.charges???"

Expected Result:
<Chargers is not in proper currency format.>

2)At confirm page,click on Back button

Current Result:
System back to Content List page

Expected Result:
System should back to previous page (Creating content page)

1. Create Tier Charges Content
–Tiered Charges Code with existing code
Actual: Pending approval existing code : Unsuccessful. User can create duplicate code.
Checker can approve one code but another code, checker can’t approve with invalid error message “Interbank name already exist.”
Expected: Error Message shall < Tiered Charges Code has been used. Please use another Tiered Charges Code.>

2. Create Tier Charges Content (Browse - IE7)
Step 2/3 –‘BACK’ and 'CONFIRM' button not aligned
Expected: Should alligned together (cosmetic issue)
