Details of issue:
- Mobile Top Up favorite maintenance page 1 can't show the list of "Type of voucher".
Expected:
- Mobile Top Up favorite maintenance page 1 must be able to show the list of "Type of voucher".

The issue happened due to, there is no checking if there is no registered mobile no. If there is no registered mobile no, it should prompt a error message, instead of giving empty drop down list.

Attached is the result of fixes.
Previous system:
1. If from account is empty, then the from account will show blank text
2. if voucher type (favorite list) is empty, then the drop down list will show "Please select" only.
Expected result after applying fixes:
1. If from account is empty, then the page will prompt "You do not have valid accounts"
2. if voucher type (favorite list) is empty, then the page will prompt "You do not have any registered Mobile Reload, blablabla"
