Description

Issue: User can't be created in custody because the status is new.

Root cause:
- customer only assigned to custody application, thus no other channel app that can make it active via FTL process.
- customer is hard-deleted from custody database with status NEW in CAS, thus leaving CAS unable to re-grant user access to custody back.

Workaround:
- create the user manually in custody database or
- changes status as ACTIVE in cas database or
- delete the user record in CAS database

Similar issue of SCP ID# 777 : eCustody Duplicate User
No fixes for this issue. Provided some workaround to handle this case.
- Delete the duplicated users and re-create new users.
