Description
Issue reported by Pak Thomas and Pak Felix stating that transaction time shown in JSP vs. transaction time sent in Bit 12 (backend) are not the same.
I have checked the code that, each setTime method is getting from separate declaration of New Date() object, this may cause the time difference measured in milli seconds or even minutes, due to slow response at ESB side. If this is the case, then I already changed the code to get from single IBDateTime, instead of separate function.
Need to retest it in UAT.

This change will affect all online payment. such as BII CC, mobile reload, mobile postpaid, utility payment.
