Issue:
RCAS return good to RCMS during ID creation even though error at RCAS

Root cause:
1. On 24/12/2013, user MYFLYFLY2D was created. Due to the email provided was too long (), RCAS did not add an entry of the user in TB_AM_USER_MAS table. E_USER_EMAIL column in TB_AM_USER_MAS table can only except 40 characters, while the email provided contains 42 characters.
2. The user creation is not successful. RCAS should returns error code 99 (Unknown Error) but it returns code 0 (Successful) instead. We perform a test to create a new user in RCAS development environment with a long email, RCAS returns error code 99 (Unknown Error). We also perform the test in SIT and UAT environment also produce the same result as production, RCAS returns 0 (Successful).

Solution:
1. Increase the length of E_USER_EMAIL column from 40 to 180, so it can store longer email address.
2. Update the validator.xml of the webservices to prevent data of invalid length from being stored to database. New codes are also added to rollback failed user creation.

21/1 - Update
Fix is tested OK in development environment. The email column in TB_AM_USER_EXT can stores up to 180 characters. If a data exceeds the maximum length, RCAS returns error code 97 (Invalid input). Pending for release in patch 7.
