Description
To add SKN Fee1 & Fee 2 for SI. Although the SI wsdl is not updated. Will ask the latest wsdl from Pak Rudhi later.

Update from Pak Yan Kim (infoflow), that there is no fee1 and fee2. I will ask Pak Wahyu, if this item can be dropped.

Update from Pak Daniel Subianto (not Daniel Kwan) on 24/25th March (?). He said it is not correct to pass the Fee 1 and Fee 2 from IB. Why? Because:
1. Charges might be changed after some period in MSS.
2. Charges shall be enquired at the execution of SI itself.
That's why he requested:
1. SI to enquire charges from IB_TIER_CHARGES table.
2. SI engine will perform the business logic to be as the same as m2u.
3. To calculate SKN/RTGS charges, SI needs: Appl Code, CurrencyCode, & Product Code. These fields will be provided by IB.
To cater this, Pak Yan Kim (Infoflow) had given us the latest wsdl.
This task will be dropped, because new request has been created in Task #4248.
