Reported by Pak Iman & Pak Toto that the system will throw "system not ready" when approving admin user creation. This happend due to the user creation approval had been done by another approver first.
System check the user existence by getting the error from openam, however the message always general.
Fixes:
- Check the user existence by doing checking in m2u database.
