tep to reproduce:
1. Login to BBO
2. Navigate to screen User status and token >
3. Search for user and bind token by token reservation.

Expected Result:
Should able to do bind token from reserved token pool.

Actual Result:
RCAS shows 3 token booked for corp id : IDACSETINDONUSA.
Unable to bind this token to user from idacsetindonusa

RCAS global showed 1 token booked for BJCOMPB (Beijing).
Unable to bind this token to user from BJCOMPB

Happen both environment Global and BII

Swie Ing Aldjawi <c09_ittp_cms>, 27/3/2014: [Lemon] Hi Sa'adah, according to our existing behavior, when binding token to user using prebind token, we will call RCAS using wsQueryToken. According to the log file as attached (cas.log), RCAS return response code 40, which is 'Token not enough'. Kindly route this issue to RCAS.
