Description of problem:
Not able to approve token binding. Error message : Fail. System error CAS Response : User not found, please contact the administrator.
Approving other users is working, but it is taking more than 45 seconds. Please look into the performance of the system in terms of token binding approval.

Issue caused by timeout during user creation. After re-trigger, user creation was successful. User was able to continue with token binding
