Change status to active.

system shows system is curently unavailable.

- Status changed from New - Begin Life Cycle to Development / Work In Progress
this issue is caused by dirty data in development. Tested in UAT is ok. Will try and ask Maybank team to copy UAT data over to development

This issue has retested with maker ID and Super Admin in development environment, and the result was fine.
