Development Environment
- Click on Admin Group Maintenance.
- Click on Create Group.
- Complete the details
Error : Group doesn’t have drop down list .

may not be a bug.
In the code, check for group id 1 and 2,
if not 1 or 2, will display empty dropdown list (from CAS)
need to confirm with Boby

Hi Boby,
From the code, we notice that, there is checking for group id 1 and 2.
If admin group is not 1 and 2, the group name map will be empty.
Is it mean that user with group id other than 1 and 2, cannot create user in rcas?
If so, I suggest to hide the create user navigation if user's group id is not 1 and 2.
Kindly advise. TQ.

Only Super Admin and System Admin are allowed to create new admin in RCAS
