BBO want to bind token from rcms but hit user not exist. After checking in RCAS. User was there.

Cause :
This issue happened when BBO wanted to reissue token. Reissue token involves two process : frist revoke token, then assign new token. In this case, the token of user already been revoked in RCAS, thus when BBO trying to revoke token from user, RCAS return 6(user not found - mean user do not have token in this case)
Solution :
RCAS suppose to return correct error code (7 - token not assigned).
Conclusion :
Fix will be included/provided in project R1.
