Findings: User is inactive. Need to activate user and request user to login on the same day
Steps:
1. enable the user id in rcas
2. assign token to the user id in rcms
3. approve the token assigned in rcms
4. reset password in rcas
When user receive password from pin mailer
5. enable user
6. request user to login on the same day as enable user
