This method already estabilied and require move to Minimal upass api and update to TSD document. Deliver to Bank on 29 Jan 2015.

-Added new API - newPublicUser in upass min jar file. the new jar file has been delivered to Tay on today (28-01-2015).
-Also, the updated document - UPASS TSD ver 1.9 has been passed to Tay.
