Description
To recheck access right as external agency user can ONLY view or edit programme impact belong to their agency (list of JPPPA).
Example: If MDEC login in, they only can view or edit their programme. Other programme from others agency can not see or access.

Finding/Root Cause: Previous JPPPA listing no tie to user ministry and agency.
Resolution: Add filter when retrive the JPPPA event listing from db.
