Finance User cannot see the listing values in “Budget Type” and “Initiative” field.

Finding:
Budget Type and Initiative is not set for year 2016.
This can be done in module Budget > Annual Allocation.
Solution:
1. Database admin need to add Initiative every year. Initiative can be different every year.
2. Admin need to allocate budget first before Finance to use the budget in event.
