Finding:
Code have separate validation for data entry, thus when user belong to multiple committee group, permission for 'Approving group' is overwrite with 'Data entry group'.

Solution:
Update code to assign permission properly without being overwrite by group with lesser permission.

Test scenario:
Set a user with both permission from 'Approving group'(able to edit registration) and 'Data entry group'(unable to edit registration). Login as the user and should be able to edit registration.
