Description
1) Audit Trail in 'Approved Budget' form not correct. Currently system show the officer name not related to Finance Unit
2) No audit trail in 'Activity Allocation' form.

Issue 1:
Previously, system does not save Approved Budget author name. Only Updater name is saved.
Fixed issue to save author name.
Test Scenario:
1. Create new event in Planning
2. Find new event name in Activity Budget Allocation module
3. Click Approve Budget button to access page
4. Author name should be blank
5. Submit Approve Budget form
6. Repeat step 2-3 and author name should display correctly.
Issue 2:
If there is no activity, audit trail is hidden.
Fixed by showing audit trail even without previous activity
Test Scenario:
1. Create new event in Planning or use activity from Issue 1
2. Find new event name in Activity Budget Allocation module
3. Click Activity Allocation button to access page
4. Author name should be blank
5. Submit Activity Allocation form
6. Repeat step 2-3 and author name should display correctly.
