change on the retrieval of category list from database instead of from properties file.
A distinct value of category id will be retrieved from database and get its value from properties file.
Both the key and value will be saved into a map and display in jsp

1) When only have one record. the table have more space than usually
2) Create access level - see audit log . Category Name - Edit Access Level . if still at Authorization. should not display record at audit log or set record status is waiting to approve
3) Edit access level - see audit log . Category Name - Create Access Level . if still at Authorization. should not display record at audit log or set record status is waiting to approve
4) Edit access level - see audit log. Description - Edit IB group: 20 .. should display Access Name . not Access ID
5) Add organization is not recorded at audit log

7) Add Master Custody Account is not recorded at audit log after approve at Authorization
8) Add Master Custody Account is not recorded at audit log after approve at Authorization
9) Delay testing for create & edit user maintenance because get this error message - You don't have the access right to do this action
