cannot connect to- CONNECTING TO WS : https://172.31.75.71:443/rcasws/services/CASServices?wsdl
- CONNECTION TO WS ERROR : local part cannot be "null" when creating a QName

Root Cause:
Upass.cfg mistype *rcas.ws.servcice=CASServicesService
should be rcas.ws.service=CASServicesService*
Solution: re-configure the upass
waiting for user to retest.
