Description
1. Issue Description
Allow to create new record with same subscription name. Successfully to create three Subscription Fee using name “Test 1” with same or different GST info (Refer to the screenshot).
2. Expected Results
Should prompt error when creating the same subscription name.

Finding/Resolution
Validate no fee charge type should not be duplicate if it have the same Charge Type, Time Range, Fee Scheme Id.
