Below is the details explanation for this issue:
Issue:
User unable to login. System prompt error message "Insufficient permissions"
Root Cause:
User registration not fully processed by the system, where user profile creation only partially created. Some settings required i.e. user template, mobile number, security questions selection & answers were not saved into the database. This will cause the customer not able to login to RIB due to incorrect settings.
Solution:
Provided patch for BVMC, where administrator can set the correct user template for the affected customer.
Required manual data patching on 1 DB table for mobile number & RIM no.
Please get new patches from below path.This patches to enable BVMC user change IB user template to correct template.

1) Please update user information before execute sql below to patch user data. Please use user_id from BV_USER table to update sql

insert into ib_uaccess_credential set(user_id,mobile_no,cust_ref_no) values ('userid','user_mobile_no','user_rim_no');
2) Step to enable affected IB user to login.
a) deploy patches and patch data to table
b) login bvmc and update affected user
-ib user template to IB
-Account status to activate
-Mobile No Flag to no.
c) Please ask IB user to proceed to change security question before login
