Change: Include individual Error Messages and allow user to return to the previous page without populating the Search By Field.

Step to Reproduce:
1. Go to Login > IBAM Home > CBE > CDB Application > Create
2. Leave Search By Field Blank.
3. Click on the "Next" button.

Current Result:
Scenario 1:
1. Select "CIS".
2. Leave Search By field blank and click on the "Next" button.
3. System displays "Search By is required".

Scenario 2:
1. Select "Account Number".
2. Leave Search By Field blank and click on the "Next" button.
3. System displays "Search By is required".

Scenario 3:
1. Click on the "Back" button to return to the previous page.
2. System displays "Search By is required" and does not allow
user to return to the previous page until the field is populated.

Expected Result:
Scenario 1:
1. Select "CIS".
2. Leave Search By Field blank and click on the "Next" button.
3. System displays "CIS is required".

Scenario 2:
1. Select "Account Number".
2. Leave Search By Field blank and click on the "Next" button.
3. System displays "Account Number is required".

Scenario 3:
1. Click on the "Back" button to return to the previous page.
2. System brings the user back to the previous page without
expecting the user to populate the Search By Field.
