Description
Change: Remove Javascript Validation (Front End) and add in the Java Validation (Back-End) Standardize across all fields in a form
Step to Reproduce:
1. Go to Login > CBE > Organization Setup > Account Management > Edit User Details
2. Enter special characters at the Postcode field.
Current Result:
System validates the value in the field via Javascript (Front - End) and the error
message appears below the field of Postcode.
Expected Result:
System validates the value in the field via Java (Back - End) and the error
message appears on the top of the page.

This bug is not valid.
Current system will use both javascript and java validation.
